The Somalia Country Strategic Framework 2024-2028

Denmark's development aid for Somalia is channelled through the Somalia Strategic Framework 2024-2028, which was approved by the Ministry for Development Cooperation and Global Climate Policy in September 2023.
Danish engagements in Somalia is anchored in Denmark’s 2023 Foreign and Security Policy Strategy as well as Denmark’s Development Cooperation Strategy ‘The World We Share’, emphasising a stronger attention to local demands and shared values, common interests and political priorities leading the way for an equal partnership.
The Country Strategic Framework (CSF) draws on lessons learned from Denmark's prior engagements in Somalia (Somalia Country Programme 2011-2014, 2015-2018, and 2019-2023) and is line with Somalia’s (including Somaliland’s) National Development Plans.
The overall vision for Denmark’s engagement in Somalia for the period 2024-2028 is to support a more stable, inclusive prosperous and resilient Somalia addressing root causes of instability, poverty, vulnerability, and inequality in line with Somalia’s National Development Plan.

The CSF revolves around three strategic objectives, each responding to major development challenges faced by Somalia. In addition, a number of priorities will cut across all engagements such as gender equality, youth engagement and climate change adaptation.
Strategic objective 1: Ensure adaptation to climate change through equitable access to resources and enabling inclusive and green growth.
Denmark will ensure continued political dialogue with Somalia around climate change adaptation and promote nature-based solutions across the portfolio. Specifically, Denmark will work with partners to provide improved access to water, use of climate-smart agricultural and natural resources management practices, and facilitate sustainable and inclusive green growth and employment. Denmark will also promote green growth as a catalyst for climate adaptation and job creation.
Strategic objective 2: Promote stability and security, inclusive state building and protection of human rights.
Through multilateral partnerships, Denmark would support strengthening of the role, accountability and legitimacy of the state, strengthening inclusive governance and financial integrity. Protecting and promoting human rights, particularly of women, youth, and minorities, is a central pillar of all Danish development support. As part of a wider civil society engagement, Denmark like to support reforms to address the barriers that prevent women, youth, and minorities from participating in the political process.
Strategic objective 3: Strengthen resilience and addressing displacement and migration
Denmark will promote resilience, self-reliance, and livelihoods at individual, household, community, and national levels. The bilateral programme will build on Denmark's humanitarian assistance to Somalia, aiming to engage across the Humanitarian, Development and Peace nexus to combat poverty and build long-term resilience. Denmark will also promote community resilience in places of origin, addressing basic needs near vulnerable populations. This includes providing climate-adaptive services in urban and rural areas, such as water, irrigation, and climate-smart agriculture.
CSF Budget
The current bilateral development programme for the period 2024-2028 has a total budget of DKK 1.1 billion covering eight projects and an adaptability reserve. The tentative outline of the budget across the four years is illustrated in graphic below.
